Abstract:

To assist implementing agencies in assessing their capacity, The DHS Program has developed a Capacity Assessment Tool (CAT) based on the US Census Bureau's TASC tool. The CAT employs a participatory approach to assess the ability of implementing agencies and other stakeholders to conduct activities along the entire survey continuum.
